Board of
Assessor’s Minutes
September 3, 2009
Members Present: Arlene Fogg, Chairperson; Relf Fogg; David Stevens and Cynthia Bickford, Assessing Technician.
Arlene Fogg called the meeting to order at 8:32 a.m.
The primary reason for the meeting is to review the 2009 budget and prepare for the 2010 budget. The Board made minor changes for the 2010 budget and feel there is not much to cut for the 2010 budget. Mr. Fogg would like to add the $3,000 back into the budget for “Assessor’s Wages”. Attached to the minutes is a spreadsheet of the changes for the 2010 budget.
Mr. Fogg suggests contacting Cartographic Associates for a proposal to GPS all the town lines.
The Board is in the early stages of researching pilot agreements. The Frisbie Foundation has filed for exempt status and it was suggested by Rod Wood that the Board consider a pilot agreement. The Board had received a copy of the pilot agreement between Frisbie and the City of Rochester. Mrs. Fogg states she has been in contact with Bonnie in Farmington and is trying to obtain a copy of their pilot agreement. Ms. Bickford will contact the Town of Barrington. It appears the pilot agreements are based on a percentage of the taxes (between 50-75%).
Mr. Fogg moved to assess The Frisbie Foundation at 75% and to continue to work on a pilot agreement to be in place by December 1, 2009; Mrs. Fogg seconded. Motion carried 3-0.
Mr. Fogg moved to adjourn at 9:00 a.m.; Mr. Stevens seconded. Motion carried 3-0.
Respectfully Submitted,
Cynthia Bickford
